In the NFL, there's a 15-yard penalty for excessive celebration in the end zone.
I'm not aware of any such rule in ping pong, but if there were, it would be applicable here.
One reason for his exuberance is that he just avoided being "skunked." If he lost that point, the game would've ended 11-0. Instead, his opponent must reach 21 and win by 2.
