There are so many different varieties of cock rings out there, that it may be a little unfair to ask if they're simply "hot or not". On a functional level, cock rings are intended to slow the flow of blood from a hard cock, prolonging the amount of time you can maintain your erection. Some folks, not that I'm pointing fingers (at myself) or anything, enjoy the sight of their partner wearing one.
